Custom region doesn't display menu block properly to unauthorized users.
Hi, Does anyone know why a menu block (cutemenu) which I have in a custom region would only show up in admin pages even though I have configured it to show on everypage.
Actually it shows on every page if you are a logged in authorized user or admin. But for visitors, the menu reverts to default-block styles, so it doesn't fit into the custom region I have set up at the top of the page.

There should be a cutemenu secondary nav bar at top of page, aligned to the right.
It shows up if you click the "log in" button or if you are already logged in.
The custom region is called "topsecondary" and the cutemenu secondary links have been assigned to it.
Any suggestions? I would greatly appreciate!

The links you saw were not displaying as they should so I changed it to a static nav bar.
It should look like this, the original site which we are converting to Drupal ....

There is a dropdown menu (styled from CuteMenu) at the top for the secondary links and it was working great once you are logged in... but for visitors it doesn't format into the cutemenu settings. Instead it uses default-block styles so doesn't fit area. This was in a custom region. Any idea why? I've checked and re-checked all the settings and permissions.
Actually, I've changed it back to have a static menu because the dropdown menu wasnt' showing up....
Also not using the custom region anymore because of this erratic behavior.
I think the issue is How do I prevent a menu block from going into default-block css settings in a custom region?
