To make Drupal a killer forum I think these three things (I did not find them) are needed:
1. Priority votinng
Instead of having to vote twice, as in a normal poll, to determine what is the best in a multi-selection poll, everybody would just have to prioritize once by filling in numbers in front of every suggestion.
2. Budget voting / median voting
Determining a number or many numbers like in a budget( by decimal values or %).
3. Easy and free access for all to start forums, test them, like for example this page that I just started. http://aktivdemokrati.freeforums.org/
(If you want your own domain name, faster forum, no banners etc. then you or the users pay, otherwise it is free.)
