Primary links only appearing under "Home > Administer > Content management"

I've created two pages. They are not appearing on the front page or many of the "administer" pages, but only under "Home > Administer > Content management". Both pages are published and set to appear on the front page. They are also language neutral. I've disabled i18n menu translation just in case that was causing the problem.
I'm thinking it may be an issue with language translation, but switching both between English and French, the primary links still don't appear where I would expect them to be under the front page.
Thank you for any help you may provide. I do have access to the mysqld server if you want me to run specific queries to help debug.

Cache
Oh yes, I've also cleared the cache after each change I've made to the menu. No avail.
Also the block of primary links will also appear under administer content, but not elsewhere. I am using the standard Garland theme.

And yes, under "Menu settings" I've made "Primary links" the parent item.

Menu Items
Have you created menu items for the two new pages? To check, look under Menu Settings when editing the node.
Or check the primary links menu itself, at admin/build/menu-customize/primary-links . There should be menu items listed there, for a menu to show up in your site.

"access content" permission is enabled for both anonymous and authenticated user.

Solved: i18n settings
"Content selection mode: " under admin/settings/language/i18n was set to "Only current language." instead of "Current language and language neutral."
