'left' region not displayed, even with blocks

Description
In admin/build/block, blocks can be assigned to the "left" region (please see attached image, blocks.jpg). But the left region is not displayed to site visitors (second attached image, homepage.jpg).

This theme doesn't have a left region. This is occurring because the .info doesn't declare the regions, therefore, Drupal defaults to two regions (left and right)
