HTTP 404 - File not found

I just installed 6.13 created the settings.php file in the sites/default directory with the default.settings.php. Changed permissions for both files from original 644 to 777, 666, on both files in every way possible. I still only get page not found.

What did I do wrong?

have you change/uncomment the line:# $base_url = .........?

or maybe the problem in httpd.conf in apache folder. have you check the documentRoot?
