When I go to enable Node Comment it says "You must enable the Comment module to install Node Comment.
Would you like to continue with enabling the above?" Comment is currently disabled and I previously disabled Node Comment 6.x-1.2-rc2 before trying out Node Comment 6.x-2.x.

I should add that I also have Comment Notify 6.x-1.x-dev in the module list. However, I haven't enabled either of the modules because it seems that Comment really shouldn't be enabled and it won't let me continue without enabling Comment.

Yes, comment is a requirement for the 2.x version. That's intentional, not a bug. Comment and nodecomment now live together in harmony.
