Clicking this checkbox doesn't alter the behaviour of the feed on the cron run - it updates whether it is checked or not.

It's really annoying as people are creating feeds but they are updating before I've even had time to check them

FeedAPI 1.7 will arrive within days, that one fixes the bug, actually the UI will change, instead of a checkbox, you can use a dropdown list and select "Never refresh" at "Minimum refresh period".
