Issue Summary
When creating content like story or site, menues for revision, comment, formatting options, etc. don't flap open anymore. And the Accordion Blocks are all opened. After disabling Accordion blocks - everything works fine again.

You should have the jquery1.3.2 version to get the correct accordion effect. To get jquery1.3.2 install jquery_update-6.x-2.x-dev version.
