Add Caching to Twitter queries

Right now a high-traffic site could be significantly slowed by excessive queries to Twitter done on every page load. This patch adds a 5 minute tweet-cache, which also serves as a backup if Twitter goes down. I've committed this patch to the 2.x branch.
