1) The only way I can get ads to be displayed is by using RAW mode.
2) The report function does not work. When I go to generate a report (using the Any/All) options it always comes back saying 0 active ads. However there ARE active ads.

The site in question is www.highvoltpc.com. Please help me figure this out.

Please only report one problem in each issue. I will address your first issue -- feel free to file a new issue to discuss your second issue (but update to the newest code first, as there was a bug that was fixed in that area of the code).

If ads only display in Raw mode, be sure that all ad blockers are disabled, that all script blockers are disabled, and that javascript is enabled in your browser. If you confirm all of this, re-enable the JavaScript display method and follow the directions in documentation/DEBUG.txt, reporting the results here.
