Support block generation for unused terms

Currently, taxonews generates blocks for all terms in the chosen vocabulary, whether they have matching node content (normal case) or not (abnormal case), and generates warnings on the admin/blocks page for all terms without a matching node.

For scenarios where vocabulary content is defined in advance of node content, possibly because of dynamic content creation/deletion, it could be useful to allow these types of blocks.
