Under User registration settings, I have set public registrations to, "Visitors can create accounts but administrator approval is required." I have also checked the box for, "Require e-mail verification when a visitor creates an account." So far, so good.
With this configuration, when a new user signs up for an account, the administrator has to approve the account before the user gets the e-mail verification.
Is there a way to reverse this order, to force the user to confirm the e-mail address before the administrator approves the account? Since a lot of spammers use false email addresses, this would greatly reduce the number of new accounts the admin has to regularly check.

I don't know how to reverse the order but thought I would add my two cents for what it's worth. If you've already assured they are using a valid e-mail address is it really necessary to have the admin approval before activating the account? If you find this is a blanket approval anyway it may not be necessary.
