here i am hoping that in front page top story have latest publish date.

in "Promote / Demote Content on front page" section

it should something like...

If author had put their story in front page schedule (http://drupal.org/node/280488). meanwhile reviewing a case study any important notice or announcement is published and promoted it to front page in case site maintainer needs to change publish date to get their story on top on front page otherwise it will not show up on top at front page.

Here's my proposal for the tweaked wording, which would go after item #4:

"If you are promoting a story that has an "Authored on" date older than the home page, it will not appear at the top of the home page. In this case, it is acceptable to alter the date of the new story so that it appears as the top story."

I have one more suggestion as i have been through this.
The issue Drupal-Tech mentioned above was posted by me and although it was good to go to FP as evident from Michelle & Laura's October 08 comments it remained inactive for long duration and later it was found to be out-dated by others in June 09. Had there been a decision taken at right time, it would have saved time for lot of people.

Here is the suggestion:
Add something on time line of such requests.
May be add one more option in Component for "Front page promotion request" and setup some timeframe (1 week) for it. Just like issues in projects get closed automatically, for this kind of issues it automatically gets assigned to a webmaster after it is inactive for 1 week. The person would be reminded via email and he can take a decision on it.
