Doesn't show terms that exist in a vocabulary but haven't yet been added to a node

First of all I was very excited to find this module so thanks for writing it.

When I enabled the module, I saw 94 tags listed. I went to taxonomy and manually added about 30 more terms but when I went back to the node edit page, they weren't showing up.

After a bit of experimenting, I discovered that suggested terms won't show up unless they've actually been added at least once to a node. It's not completely clear from the module listing whether this is by design or not so I'm not sure whether this is a bug or feature request.

In my particular situation it was very advantageous to be able to add a bunch of terms to a vocabulary and then have those terms available in the suggested terms area. As a workaround, I've created a dummy node and added all the tags to it, so all tags are then shown in the suggested terms area.

This was already added in the 6.x-dev version, it just hasn't been tagged as a new release yet: #303697: Unassigned terms don't show up... Can we enable an option to display them?

I should probably do that at some point... :-)
