need to develop 2 sites

I have 2 projects for 2 separate websites. So, I'm looking for a good developer to install some Drupal common modules.
The project will be divided into few phases.
Project 1
Phase I:
Blog + Blog API
User Relationships + Privatemsg + Realname + Autocomplete
Phase2:
Each user will have their own like Flickr:
Video + FFMpeg
Photos + JQuery tagging (of friends)
Phase3:
CPanel mail account + Webmail_Plus
Project 2
Phase 1:
Ubercart + Ubercart Userpoints
. User to buy userpoints.
. User to only use userpoints to buy products.
Ubercart Marketplace
Please quote me accordingly.
btw. the developer doesn't

Phase one is better off with
Phase one is better off with the Friendlist (or is it Friendslist?) module than the User Relationships module, because Friendlist is easier to work into a theme. That said, it may take a little extra work to add some of the features that UR seems to support, like on-site notifications. I have worked with Friendlist before, so I have the experience to do phase one if you decide on Friendlist instead of UR.
Phase two seems like a bit of a demanding server venture. Do you have ffmpeg support on your website host? Most dedicated servers can have it installed manually, but having your own server can be pricey. I've never use "JQuery tagging (of friends)" and am not sure about what that part of this phase demands.
Phase three is *not* a Drupal project, and I honestly don't know why it isn't phase one. Are these phases in order? You should want your server/email set up before your Drupal site.
Now, for your secondary project, Ubercart Marketplace is currently in development and not for production sites, but the maintainer might work on it extensively if you pay him. (I would help if I could.) I have set up Ubercart and Userpoints many times, but I have never got the two modules to work together. The Ubercart Ubercarts module also seems to be in development unfortunately.

I'm still comparing between them both. For the relationship on my site, I am now stuck with auto-assigning role. Members are divided into 2 genders, Male and Female. So, when a Male browse Female profile page which is his wife, he should be reading "at her as my wife". And another most important thing is, Autocomplete. You have any experiences/advice on this?
For the video, I just got my VPS and all ffmpeg issues had already been taken care of.
Yes you're right about the WHM/CPanel. But until now, I haven't seen any stable version (D6) of modules yet. And I need my site to be launched by next week, so this is not a priority yet tho it's good if I could have it soon.
Second project is very important. Will contact the maintainer soon!
