node_access.info needs the following line:

core = 6.x

The module can't be installed without it.

Where did you download the module from?

If you downloaded the release it has the proper settings generated by Drupal.org's release system.

if you checked out the module from CVS then you got the build version which doesn't have the core property in the info file.. because Drupal generates for each release.
