Here's a patch that adds a "Use BCC" checkbox to the action configure. You may want to change the title or description. (Sorry it's 6.x-1.11, not the latest)

I just tried the patch on 6.x-1.12 and the patch failed. I would love to see this feature though as it would give us a good idea of what the user is seeing for the emails being sent to our users.

I have attached a screenshot of what I would like to see. This would be a great feature to add to token/token actions!!!

The core system e-mail action doesn't have a BCC field, so I feel like it's not appropriate to add it here either, especially since these actions were pretty much ported to D7 core as is. It should be easy for another contrib module to add this in.
