Globals settings aren't used for new tribunes

Issue Summary

in the tribune filter settings, i have smileys turned on and totoz turned off but when i create a new tribune, the new node has smileys turned off and totoz turned on by default.

i would think that even if the person creating the tribune node has permissions to override the filter settings, that they should be used as the defaults and let the user override them afterward.
