Show instruction on how to release 'dev', 'rc' release from 'HEAD'?

Description
I need instructions on how to do 'dev'/'rc' release from HEAD. I did a release using the tag 'HEAD' and I can see the release in "View all releases" but it doesn't show up on the project page.
