I am almost embarrassed asking, but I can't find anything that is simple out there for this.

I just want a module that has a form that I can fill out and send to everyone in a certain role.

Will any module do just that?

Simplenews requires that they sign up, so that isn't what I am looking for. Also, the Simplenews Role module is only for 5.x and still in development...

I guess your best bet is to upgrade simplenews role module.

Civicrm would be another option...maybe an overkill but still an option

What about the mass_contact or views_mail modules?

The Advanced User module would do this as well.
