Can drupal be setup so people can enter their phone number via a form and then the admin would later be able to bulk sms them?

I've loaded sms framework and bulk sms but this does not seem to do this....

There are many ways to do this using SMS framework, Either through the users profile or the users can create a node made to be used as an address book entry then use SMSframework along with the SMSbulk module to send messages
