That web server could be
That web server, providing the PHP & MySQL environment could be XAMPP from http://www.apachefriends.org/en/xampp-windows.html or WAMP from http://www.wampserver.com/en/download.php
They are both easy to install & in a few minutes you can have that web server ready for your Drupal experience.
Lots of posts on the 2 + or a look at their documentation will get you going. :)
