I'd like to have my custom profile fields appear above the address form but I don't see any way to do this atm.

Currently addresses_user is implemented as a modification to the user profile forms. As such it is not integrated with profile, massa has cited the reason for this as Profile not having a flexible enough API for what this module requires.

For the time being this will be marked as "won't fix" although it is something that I will be investigating when possible.
