I can't use the .sh file to download the database but,
I was under the impression that one can download the ip-to-country.csv in
the modules folder and then enable the module but,

I get the following message

    * user warning: Table 'database.ip2cc' doesn't exist query: SELECT COUNT(*) FROM ip2cc in G:\domain.com\sites\all\modules\ip2cc\ip2cc.inc on line 38.
    * The ip2cc database has not been installed. Please visit the ip2cc database update page and import the database manually. (Currently using IP to Country: Database Database missing)

and the module does not get enabled

Am I missing something ?

Have you upgraded from an earlier version? if so, which one? Can you try uninstalling and reinstalling the module to ensure the database table gets created?

I have disabled and enabled many times but to no avail
the table ip2cc was never getting created

now I just tried the dev version and its working
