Globalredirect and path_redirect warnings if not installed

It's important enough that the module should not only check if globalredirect & path_redirect are installed, but should give a warning to the user if they are *not*. Perhaps it's only shown to the super admin (uid=1). This warning could be turned off through the admin settings.
