User Bob has been granted the ability to edit users in role "Branch Managers".

User Mary has two roles "Branch Managers" and "Retail".

User Joe has one role "Branch Manager."

User Bob is able to edit user Joe.

User Bob is unable to edit User Mary.

Is this because user Mary has more than one role?

I'd like to be able to give user bob the ability to edit anyone with role "Branch Manager" even if a user is in other roles.

The documentation is quite clear on how it works

If the user being edited has multiple roles, the user doing the editing must have permission to edit ALL of the user being edited's roles.

Yes, this is working. I had to give the user ability to edit both roles.
