When looking at the http://domain/admin/reports/pubdlcnt and clicking on Details on one of the files it takes me to a page i.e http://domain/admin/reports/pubdlcnt/counter?file=Adobe Reader 9.7z&mode=1, where the page states "No download count records are found for the file."
