Have come across the following bug:

Apparently, custom blocks with identical title and description will not necessarily follow set visibility settings. When creating a block, for example, with title "Foo" and description "Foo," the block will not appear on page content types. However, after changing title and description to "Foo" and "Bar," respectively, the visibility issue goes away.

I haven't looked into the bug any further yet.

Either I'm not sure what you mean, or I can't reproduce this.

1. Clean 4.7.0 install.
2, Create a page
3. Create a block with title 'Test' and description 'Test', and enable it
4. Block shows everywhere it should, even after adding certain visibility clauses, such as display only on node/*

Following the above steps, I can't reproduce this one.

Please check your problem with the 4.7.0 final release and update this one accordingly.
