Currently, on the non-JS fallback interface, people can only affect ordering of items by going into configuring a field and assigning a weight number manually. Without knowing all the other weight numbers, this is kind of a blind roulette. Bojhan and yoroy at the Utrecht d7 UX sprint agreed that it would be better to have an up/down arrow on all items, so that people could move stuff up and down in the order without going into configuring each field individually.

quicksketchI'm so incredibly bitter about the "improvement" made by adding the "Show table weights" link in my tabledrag.js that I will not add this functionality. If you want to provide a patch that makes this a possibility without hindering/confusing the other 99% of users, I'll take a look at it.
