It would really be useful if the theme developer used a different permission so that it could be enabled for anyone in a designer role but not for people in the Admin or Developer role who would want the normal Devel module features.

Here's a simple patch to add a new "access theme information" permission that devel_theme.module keys off instead of the previous "access devel information".

Thanks! Committed a variant of this to CVS for 6.x. I'll need to do a sweep of fixed 6.x issues and forward port them to 7.x, but I can use the 'fixed' queue for that when I'm ready to do that. @moshe: feel free to re-open the issue for 7.x if that doesn't jive with your workflow.
