Attached is a straight patch moving the code into the new places, but it may nee dot be optimised/fixed.

PS with the latest 2.x-dev, there is an error message when a tribune node is visited by an anonymous user:

warning: Missing argument 2 for tribune_access() in C:\wamp\www\therevival\sites\all\modules\tribune\tribune.module on line 53.

Just a comment - should the favicon also be changed on pages where the block is shown? I think it should only be for the main tribune (node) page(s).

Favicon notifications should work fine on 7.x-3.x at last (this bug was for 6.x-2.x but...)
