Issue Summary
Based upon #395474: Plugin Manager in Core: Part 2 (integration with update status) specifically comment #149 at point number 2, we need another column added to the display for each project's Release Notes so that people will be more easily able to read the release notes prior to updating.
Everett is a blind screenreader user who volunteered to assist us with making the Update system as foolproof as possible.
Wireframe to follow once the previously issue is fixed.

@Everett: I specifically added a title tag to the link specifically for this reason. It didn't work for you?

I repeat #74 from the other issue: in the Recommended Version column:
7.x-1.3 (release notes)

Paul is very much in line with what I'd like to see done here. The real problem is that the text we're currently wrapping a link tag around is not the true meaning of what the link's destination contains. It's the age-old problem of:
Click 123.x-.4.5 to see some stuff about this project
vs.
Recommended Version is 7.5 (release notes)
The latter is far more understood, noticed, comprehensible, usable, and semantically correct.
