Issue Summary
When installing updates with the Plugin Manager tool, we need a way to optionally toggle the site offline before running updates, run the updater, then return to the update selection form with a success message informing the administrator that their site is back online and all selected updates were performed.
This issue is a continuation of #395474: Plugin Manager in Core: Part 2 (integration with update status) and will not be worked on until that issue is fixed.
