Mailer is sending mail to newly registered user about "default" relationships BEFORE the user has been approved by site admins

Mailer needs a check to make sure the mail receiver has been approved by administrators of the site. If not yet approved then no email is sent. However once the user has been approved the mail should be sent at that time.

(I searched through the issues before posting this, but there were so many I hope this isn't a duplicate.)
