I have rule using the action "Send a mail to all users of a role". I've selected two roles.

Does this email go to a user if they are:
- in any of the roles selected
- in all of the roles selected
- in only the roles selected

Updating this since I haven't gotten a response.

My issue is that not everyone got an email that should have via this rule.

I can't determine the pattern of who got a email and who didn't.

The email is sent to users that are in at least one of the selected groups.

So not every users in either of those roles are getting the emails. There's about 70+ people. I can't rule out yet that it's the email server.
