csv and Chinese characters

Description

Hi, there.
I am trying to import many user by their chinese names as account names.
But this module seems can't recognize the names in chinese characters.
My csv file is coding in UTF-8, but it just didn't work.

Could you attach a sample file for testing - four or five rows of users, change email addresses to 123@example.com, and remove any personal info of course.

the same question.
node_import works for UTF-8, user_import does not support chinese and japanese characters. node_import module support it.
