I registered for CVS access last year in August i believe.
My CVS access was approved, and the Drupal.org website gives me submitter access,

my ACTUAL CVS login has NEVER worked.

I've asked a couple times to have this fixed. could someone please take pity upon me, and fix this?

I have a few modules i woudl LOVE to make available to the public, but am unable.

The simple reason is that your account wasn't approved but declined. if you think this was in error contact me through the contact tab with some details why you need a cvs acount.
