Activity Publisher Templates is really a building functionality and therefor should go under /admin/build/activity

This would free up the /admin/settings/activity path to be used by what is currently /admin/settings/activity/settings which is a ridiculous path to begin with.

This has been fixed already. Theres a duplicate issue of it somewhere.
