i didn't test your module, but it seems to be the nearly only one with "ip to city" functionality ...

do you know some other modules with this functionality? or do you have plans to make a more generic solution not only for the advertisment module?

Any module supporting the GeoIP database should support this -- there's nothing fancy involved in making it work.
