Is that expected behavior? Whenever I use a popup, e.g. tooltip-type, the text entered into the [popup text=] section is output with one word per line, so a sentence of 12-15 words creates this long popup that extends off the bottom of the screen.

It is. Assign a width to the popup body within your theme layer.
Looking at integrating with third party jquery popups to avoid this, as well as simplifying maintenence.
