Accessing current primary link title

I would like to have my sub-theme set up to do the following automatically:

I would like a different set of links to appear in the #secondary depending on the #primary option currently selected. I was wondering, is there an easy way to use the name of the currently selected #primary link in the theme (I would like to use this as a title in the #secondary area).

here is a more thorough description of what I would like:

I plan to have a number of different sections on the site, each section has a primary link. Now, when your in the "Member" section, I would like the title of the secondary links to be Member's Links, yet when your in the "About [organization name]" section, I would like the title of the secondary links to be "About [organization name]'s Links"

Meanwhile, say you are in the about section and you click on a link in the secondary menu to see the bylaws, I would still like the title of the secondary links to be the same, since it is within the about section.
