The menu item is ugly and hard to understand. Here is a patch that renames it to 'Editing rules' and places it as a local task for the Menu system.

This is a welcomed change, and also a good change in the wording, makes it easier to translate correctly. Have not tested the patch itself, but it looks easy enough.
