On the site I'm currently working on, their is some sensitive data we don't want all users accessing. At the moment, any user with Webforms permissions can view all forms. Is their any way to limit this to a single user?

I'm also looking for such a solution + a way to display if a user has already sent that webform or not.

There are already patches available to limit access to the results of a webform to the webform's author in this issue:
