The following display rules would be nice:

The quotes displayed on a general site page, one without a unique author, like the homepage should be randomly selected from the entire pool of quotes.

The quotes displayed on a user specific page should be randomly selected from quotes they have submitted. This would include pages like http://yoursite.com/blog/$nid.

Taking this a bit further, it would be nice if quotes were a regular node type. Then they would have an owner, a moderation queue, could be organized by taxonomy, etc.

Making each quote a node is in the works. This will allow for searching, using taxonomy, moderation, etc.

I'll keep in mind the idea of user-page-specific quotes.

This is implemented in 4.5r1/2004111100. Quotes are now nodes and users can maintain their own list of quotes.
