make background CSS file have a unique filename to void browser cache issues, format the background settings form, add code comments, remove drupal_set_messages

replace jQuery CSS replacement (not desirable) with generated a stylesheet (desirable). this atm will require a hard refresh after editing, will add a random string at end soon. removed hook_menu that wasnt needed
