I can't release my new versions, no matter how many times I tag my files and commit them, the server still says no new cvs tags

I moved the report to the appropriate issue queue.

I am not sure if you are not able to commit new files because a problem, or because a webmaster blocked your project. it can be related with the fact you created two different themes by putting some zeroes in front of the project theme. Maybe that has been seen as you were trying to make appear your themes first in the themes list; if that is the case, you should have received some emails, or other messages.
