Complete site design with integrated wiki

I'm looking to pay someone for a complete site design on a new venture, it must be said that I wouldn't see this being done for the next few months (perhaps as late as early next year), but I'm looking for a site design that can deliver a few things that are beyond my simple web design abilities - it would be for the international development recruitment sector (say, Education, Health, Engineering...) so there are specific areas of specialisation that I should perhaps populate, etc - but these could also be free text and contributions from those that are posting jobs on the board.

A brief over-view of some of the site features would be:

Experts network – home page - options to log in, view profile, jobs, wiki, links, about us

Boxes providing the more recent site activity: *Recent jobs (would be good if this could also generate a rss feed) *Recent members

The Profile page for each member would require:
Name
Expertise – free text box with suggestions.
Location
Contact – via web form.

For each Company:
Company Name
Contact Name
Sector Expertise
Regional Expertise
Location
Contact - again, via a web form

Jobs Page

Searchable and sortable by clickable headings:
Application Deadline – Title – Country – Sector – Date Posted – Company

Post job/job details

Project name
Position name
Location
Duration of assignment
Donor

Free text – project information
Free text – role description

Deadline for application
Indicative start date

Contact

Keywords.

Wiki
This would be for international companies, countries, areas of expertise, etc

There are other factors to consider (different levels of membership, also sign ups for consultants and one for consultancy firms, each with their own profile), but this should give some idea to the scope of work that I'd be after - happy to discuss further with anyone who would be interested.
