The URL looks suspicious to me: most likely, the URL of

volunteer/rating/1/

should actually be:

volunteer/rating/1/CID.

I'm guessing that volunteer_get_rating($cid) isn't covering the case where DATABASE.volunteer_contact_event does not have a record for that CID.
