Does the who's new block only display users that have registered AND confirmed their emails?

I have a new forum, and I have about 40 users confirmed, but at least 10 that are listed but not confirmed. Those 10 users have not shown up in the who's new block.

I realize that some new users can be spam, but I have captcha in place and haven't had a spam problem. These 10 users also seem to have 'real' email addresses, and not something like "fkafhakjhfah@gmail.com"

Is it possible to have the new users who haven't clicked the confirmation link in the email show up in the 'who's new' block?

Like I said, it's a new forum, and I want to make it seem busy, with new users registering.

If you don't confirm, you're not considered a registered member.

Therefore you might change your user registration to just skip the whole email business completely.. you complete the form and bang.. you're a registered member and you'll show up (as long as you log in)

Is there any benefit to the email confirmation? Spam control?

I think the Login Toboggan module can make users registered users before they finish the email confirmation page.

Spam control mostly.. so people can't just sign up to your site with anyone's email address. Else without email confirmation I can make myself barack.obama@whitehouse.gov on your site

Open ID and other such projects can also allow someone to become a registered user with a simplified signin process, which means less hassle for them and more likelihood of registrations.

OpenID sign-up is already in core (look in the "Core - optional" section of your modules page to turn it on. You can learn more about it on the official site:
http://openid.net/

And as has already been said, LoginToboggan and other modules which help streamline the registration process can also help build your member base.
