Super compact display

I was looking for a way to create a block which only shows the icons of the service links, without the names of the service links themselves. I've seen the fisheye effect but I want to keep this as simple icons.

Is there a way to achieve this through the theme layer (declared in template.php and accessed through page.tpl.php) or will I need to write my own block module?
